Becoming a Nutopia citizen

There are two ways to become a citizen of Nutopia:

Natural Born Citizen

If your are born in Nutopia then you are automatically assigned the status of Dependant Citizen. Dependant Citizen means that you are a citizen of Nutopia but you are not yet a Child Citizen or an Adult Citizen because you have not passed the Essential Education Examination.

Citizen Status

Dependant Citizen - the citizen is dependant on a parent or guardian because they have not yet passed the Essential Child Education Examination or they are mentally disabled.
Child Citizen - the citizen has passed the Essential Child Education Examination and has certain rights and responsibilities.
Adult Citizen - the citizen has passed the Essential Adult Education Examination and has certain rights and responsibilities

Citizenship Application

For those that are not born in Nutopia but instead enter in to Nutopia, they have to apply for citizenship and are required to pass the Essential Education Examaination.

Personal Items

People born in to Nutopia and people entering Nutopia are issued a Personal Items Container. Citizens in Nutopia do not own any possessions or property but they can have a small amount of personal items. The container is initially empty for people born in Nutopia, but people entering Nutopia are permitted to bring personal items that will fit in to the container. On entry in to Nutopia the items are checked to make sure that they that are items that are permitted in Nutopia.

Citizenship Processing

New citizens in Nutopia are processed so that all information about them is properly recorded in the Guardian System. The information recorded includes fingerprints, retina scans, blood sample, and DNA sample. Once the information has been processed the new citizen is issued their own unique Citizen ID and they are given a Personal Access Device which they can use for accessing the Guardian System. All citizens in Nutopia also have a RFID Wrist Implant for identification purposes.

Essential Education Examination

To be a Qualified Citizen, all citizens must pass the Essential Child Education Examination by the age of 10, and pass the Essential Adult Education Examination by the age of 15 otherwise they either receive a Penalty if they were born in Nutopia, or their Citizen Application is rejected and they have to reapply. The examinations must be passed whether the citizen was born or entered in to a Nutopia community.
